Program Overview

This initiative aims to enhance energy efficiency, accessibility, and safety at sites serving economically distressed communities. The CPF grant was made possible by a partnership between UWSN and Congresswoman Susie Lee (D-03). The CPF grant was congressionally directed and administered by HUD through the Economic Development Initiative (EDI). Funding was authorized under the Consolidated Appropriations Act, 2024 (Public Laws 118-42) and the Further Consolidated Appropriations Act, 2024 (Public Laws 118-47). 

Rehabilitating Volunteer Income Tax Assistance (VITA) clinics is critical to modernizing infrastructure and improving operational efficiency of nonprofit facilities serving our communities. These improvements will significantly benefit VITA Clinics operated by nonprofits, enabling them to enhance service delivery, reduce operational costs, and improve accessibility for eligible populations within Congressional District 3 and surrounding areas.   

VITA services significantly reduce the financial burden on low- to moderate-income households and contribute to overall community well-being. Through initiatives like MyFreeTaxes, United Way has supported over 1.3 million taxpayers, helping claim more than $1.9 billion in tax refunds and saving millions in tax preparation fees.  

This effort strengthens VITA clinics by investing in energy-saving upgrades and accessibility improvements to boost long-term performance and service delivery. By implementing energy-efficient solutions such as LED lighting, HVAC tune-ups, and solar window films, facilities will reduce utility costs and enhance operational efficiency. Accessibility will be improved through infrastructure modifications, including directional signage and navigation enhancements, ensuring compliance with federal accessibility standards. All activities will adhere to HUD Section 3, federal labor standards, and Build America, Buy America Act requirements. The expected outcomes include lower energy consumption, reduced operating costs, increased service capacity, and expanded access to vital community resources for residents. 

This program empowers nonprofits to focus on what matters most—serving our communities—by funding infrastructure upgrades that improve energy efficiency and accessibility. Through enhancements like LED lighting, HVAC tune-ups, and directional signage, VITA clinics can create more comfortable, compliant, and welcoming environments for both employees and community members. These improvements not only reduce operational costs but also expand service capacity, allowing organizations to better meet the needs of local residents. 

 Program Objectives 

The program’s objectives are: 

  • To allocate funds to 8 eligible non-profit organizations whose proposed projects align with key goals of improving energy efficiency and accessibility. 

  • To ensure that all funded activities meet HUD section 3, federal labor standards, and Build America, Buy America Act requirements. 

  • To reach expected outcomes of reduced energy consumption, improved facility access, and increased capacity to deliver VITA services to local residents.


Application Requirements

All applications must be complete and submitted no later than Friday, November 14th at 5 PM PST.
